- (1) An authorization by a designated official of a DoD component making funds available within a prescribed amount to an operating agency for the purpose of making allotments (i.e., the first subdivision of an apportionment). (2) The translation of the apportionment into total numbers of sorties by aircraft type available for each operation/task.
