Section 707(b)(2) of the Bankruptcy Code applies a "means test" to determine whether an individual debtor's chapter 7 filing is presumed to be an abuse of the Bankruptcy Code requiring dismissal or conversion of the case (generally to chapter 13). Abuse is presumed if the debtor's aggregate current monthly income (see definition above) over 5 years, net of certain statutorily allowed expenses is more than (i) $10,000, or (ii) 25% of the debtor's nonpriority unsecured debt, as long as that amount is at least $6,000. The debtor may rebut a presumption of abuse only by a showing of special circumstances that justify additional expenses or adjustments of current monthly income.

A measure of the reliability of an item. Defined as the total functioning life of an item divided by the total number of failures within the population during the measurement interval. The definition holds for time, rounds, miles, events, or other measures of unit life. MTBF is a basic measure of reliability.

An indicator of expected system reliability calculated on a statistical basis from the known failure rates of various components of the system. Note: MTBF is usually expressed in hours. 2. Of a system, over a long performance measurement period, the measurement period divided by the number of failures that have occurred during the measurement period. 3. For population of items, during a measurement period, the total functioning life of the population of items divided by the total number of failures within the population during the measurement period. Note 1: The total functioning life of the population may be calculated as the summation of the operating life of every item in the population over the measurement period. When computing the MTBF, any measure of operating life may be used, such as time, cycles, kilometers, or events. Note 2: For example, if a total of 1,000 events, such as data transfers, radio transmissions, or system boots, occurs in a population of items during a measurement period of 100 hours and there are a total of 10 failures among the entire population, the MTBF for each item is (1000)(100)/10 = 10⁴ hours.

In a system, the mean time between equipment failures that result in loss of system continuity or unacceptable degradation. Note: The MTBO is calculated by the equation,
