This is a highly eccentric orbit with high apogee (.71 to .74) in the northern hemisphere and low perigee in the southern hemisphere. For a specific set of orbital parameters, this orbit has a changing velocity and altitude, which, when combined with the earths rotation, keeps the orbiting satellite within view for very long periods (96 percent) above a designated point on earth.
