A new entrant filer is a Federal government employee who is required to file an SF 278 when he or she first assumes a position that requires the employee to file an SF 278. This does not include an employee who filed an SF 278 in a previous position if less than 30 days have elapsed since leaving that position, or an employee who is not expected to work more than 60 days in a covered position in a calendar year, or certain employees who have filed as nominees or candidates for certain positions.
