A state that exists on a permanent virtual circuit connection when there are no alarm conditions on either the originating or terminating endpoints. The absence of alarms must be satisfied on both the channelized side and the packetized side. During the NORM state, signaling packets have their normal alarm (N/A) bit set to 0. [T1.312-1991]
